Ninghai's mold output value reached 1.31 billion yuan in the first three quarters, a year-on-year increase of 27.4%

The mold industry is a characteristic and advantageous industry in the county. Ninghai County has more than 500 professional mold manufacturers, over 2000 mold processing enterprises and workshops, more than 30000 mold technicians, around 50000 employees, and an annual output of nearly 40000 sets of molds. In 2012, 24 large-scale enterprises in the Ninghai mold industry achieved an output value of 1.39 billion yuan, with a total industry output value of 5.56 billion yuan, accounting for 7.6% of the total industrial economy of Ninghai County.   From January to September 2013, the output value of the mold industry in Ninghai County reached 1.31 billion yuan, a year-on-year increase of 27.4%. The main approach is:

1、 Leveraging the principle of "one city, one park" to optimize the spatial layout of industrial clusters

One is to leverage the role of China Mold City and incubate a group of small and micro mold enterprises. In order to accelerate the aggregation and incubation of Ninghai mold enterprises, the county has been investing in the construction of Ninghai Mold City covering an area of 1405 acres since 2000. As of now, a construction scale of over 995 acres has been completed, providing 400000 square meters of entrepreneurial space for small and medium-sized enterprises. There are more than 600 mold enterprises gathered in the city, with more than 10000 personnel engaged in mold manufacturing and processing. The industrial chain from mold blanks and mold steel to standard parts, heat treatment, skin etching, laser cladding repair, etc. has been very complete, gradually forming a relatively mature specialized division of labor and cooperation system. In 2012, the output value reached 1.2 billion yuan. It has been awarded titles such as "China (Ninghai) Mold City", "Provincial Plastic Mold High tech Characteristic Industry Base", and "Provincial Small Enterprise Entrepreneurship Demonstration Base". The second is to accelerate the construction of the mold industry park and gather a group of key mold enterprises. The Mold Industry Park is located in Sanmenwan New District, Ningbo, with a planned area of 1 square kilometer and an area of 1500 acres. It is divided into five functional blocks: high-end mold production and research and development zone, mold enterprise incubation zone, transaction display center, life service center, and public service center. It is planned to attract 150-200 high-end and technology-based mold enterprises to enter the park. The construction of the first phase of the park has officially started on October 21st and is scheduled to be completed in 2015. The third is to build six major public service platforms and accelerate the promotion of industrial agglomeration. In order to enhance the overall strength and regional competitiveness of county-level mold enterprises, Mold City has established six major mold public service platforms, including Mold Information Center, Mold Industry Training Service Center, Mold Testing Center, Mold Industry Development Center, Mold Exhibition Center, and Mold Heat Treatment Center, to effectively carry out mold product testing, research and development, and exhibition and sales work. In the first half of this year, the testing center has conducted mold and product testing for over 100 companies, issued 165 testing reports, and provided free testing for more than 210 small and medium-sized enterprises. By strengthening the construction of the "one city, one park" base and adopting the model of "small enterprises entering the city, large enterprises entering the park", the mold city can play the role of a public service platform, and the mold industry park can play the role of a large enterprise agglomeration, jointly promoting the development of Ninghai mold industry agglomeration.

2、 Leveraging 'innovation driven' to enhance the competitive advantage of industrial clusters

One is to focus on independent research and development, with strong innovation capabilities. Mold enterprises in Ninghai County attach great importance to research and development investment and technological innovation. Enterprises with a certain production scale have established mold research and development centers, and their R&D funding has reached more than 4% of sales revenue. ERP information management technology Pro/E、UG、Cimatron、Solidworks、WORKNC、Powermill、Moldflow The software has been widely applied in large-scale enterprises, becoming an important means for Ninghai Mold Enterprise to accelerate technological progress and improve innovation capabilities. At present, Ninghai County has two State Key Laboratory for molds, two national production, education and research bases, one academician workstation, nine national high-tech enterprises, three provincial engineering technology centers, five municipal engineering technology centers, and 13 county-level engineering technology centers. Many enterprises have won the national mold "Precision Mold Award". The second is to focus on investment in technological transformation and cutting-edge equipment. Since the 1990s, mold enterprises in Ninghai County have been focusing on equipment updates and increasing investment in technological transformation. Since then, cutting-edge equipment has been fully equipped for various links in the mold production and manufacturing process. Advanced equipment provides strong support for the development of mold enterprises. For example, Fangzheng Mold invested 33 million yuan this year to introduce 200 sets of laminated rotating large automotive plastic molds per year. From January to September, the enterprise achieved a sales output value of 170 million yuan, a year-on-year increase of 61.1%. At present, Ninghai County has more than 5000 CNC equipment, more than 50 coordinate measuring instruments, and 7 high-precision and high-speed five axis linkage machines, which are comparable to advanced mold making enterprises in Europe and America. The molds for double bucket washing machines, 43 inch LCD televisions, and car fuel tanks have also filled the gaps in China. Thirdly, emphasis is placed on brand building, resulting in significant brand benefits. Ninghai Mold pursues "quick response and zero defects", emphasizes "refined operation", widely adopts advanced manufacturing technologies such as CAD/CAE/CAM, and is at the forefront of multi station precision progressive molds, multi cavity complex plastic molds, large plastic molds, large plastic molds, and large precision molds in China. It has been approved for over 100 patents for inventions, utility models, and exterior designs, creating the "Ninghai Mold" industry brand. In 2008, Ninghai Mold Enterprise produced Olympic torch molds for the 29th Olympic Games and produced matching connectors for the Shenzhou 7 spacecraft.  

3、 Leveraging the 'dual market' to enhance the expansion capability of industrial clusters

One is to promote the construction of professional markets and establish tangible markets. We will focus on promoting the construction of the Mold City Industrial and Trade Zone project, which covers an area of 120 acres and has a total investment of 1.5 billion yuan. The first phase of the project, which covers 34 acres and has a total investment of 500 million yuan, is scheduled to be completed in 2014. After completion, the industrial and trade zone will become a comprehensive market integrating the supply of mold raw materials, mechanical equipment, and tool trading in Ninghai, and will help promote the intensive development of Ninghai's mold industry. At present, the industrial and trade zone project has completed an investment of 50.09 million yuan. The second is to fully utilize e-commerce platforms and explore intangible markets. Create Ningbo Mould Network, integrate e-commerce functions and mould resource database, provide enterprises with information exchange, e-commerce, enterprise management, mould application software sharing and other service functions, and at the same time, use the Internet to form an intangible market with wide coverage and convenient transactions, so as to achieve seamless integration of tangible and intangible markets.   The third is to use various activity platforms to implement group marketing. Package and operate the mold enterprises in the county, and improve the overall popularity of Ninghai molds through measures such as organizing exhibitions and establishing exhibition centers. Establish a mold display center in the mold city, using a combination of graphic, video, and physical display methods. Through dedicated guides, the center will open year-round to customers inside and outside the county to showcase the development of the mold industry, high-quality molds, and leading mold enterprises. The three-day 2011 Ninghai Machine Tool Plastic Machinery and Tools Expo was successfully held, attracting more than 100 professional manufacturers of machine tool plastic machinery and measuring tools to participate. The daily average number of visitors reached over 20000, achieving a turnover of over 80 million yuan and reaching over 180 million yuan in intended orders, effectively promoting the brand awareness of Ninghai molds.

4、 Leveraging "multiple services" to enhance the momentum of industrial cluster development

One is talent guarantee. Strengthening the cooperation between industry, academia, and research, Zhejiang Business Vocational and Technical College and Beijing University of Technology have established the School of Mechanical and Electrical Engineering and the Laser Technology Industry, academia, and research base respectively, forming a relatively complete training and training system for technical and management personnel. Established Ningbo Mold Talent Market, successively held talent recruitment fairs, mold summit forums, Ningbo Mold Designer Vocational Skills Competition and other activities, attracting mold backbone from all levels across the country to gather in Ninghai. Introduce a plan for the construction of a highland for mold talents, proposing the goal of "cultivating and introducing 50 senior management talents, 500 professional and technical talents, and 1000 skilled talents from mold enterprises every year, and achieving a total of 30000 mold talents by the end of 2015, and building Ninghai into a mold talent distribution center radiating to the East China region". Establish a mold association, attract the participation of mold enterprises in the county, strengthen communication and cooperation among enterprises, such as organizing technical backbone of enterprises to participate in the special training on "Injection Mold Design Essentials and Problem Diagnosis" hosted by the Advanced Molding Society, and explaining a large number of practical cases and solutions on site. Vigorously promote the Ninghai Mold brand, compile and print the magazine "Ninghai Mold", submit articles to the news media irregularly, organize enterprises to participate in exhibitions and exchange learning abroad. For example, in October this year, key mold enterprises in the county were organized to participate in the K exhibition in Germany to promote Ninghai Mold. The third is policy support. A series of supportive policies have been introduced, including the "Several Measures for Promoting the Development of Characteristic Industries", "Several Opinions on Implementing Trademark Brand Creation Strategy", and "Management Measures for Special Funds for Technical Transformation of Industrial Enterprises in Ninghai County", to encourage enterprises to establish intermediary institutions such as characteristic industry testing centers and industry common key technology research and design centers, and improve their independent innovation capabilities. For the establishment of national and provincial industry testing centers, subsidies of 200000 yuan and 100000 yuan will be provided respectively. For the creation of national and provincial production bases, subsidies of 60000 yuan and 30000 yuan will be provided respectively. At the same time, encourage enterprises to increase investment in technological transformation and actively introduce advanced production equipment. Since 2012, the special funds for technological transformation have been increased from 15 million yuan per year to 20 million yuan, and the subsidy standard for technological transformation has been raised from 2.5% to 4% -5%. Projects included in the national industrial structure guidance catalog and key supported "3+3" industries at the county level will receive a subsidy of 5% of the equipment and technology investment amount.
